General Director of Cinema at Mibact Nicola Borrelli has presented the content of the implementing decrees of the Cinema Law at Venice. Minister of Cultural Heritage and Activities and Tourism Dario Franceschini has signed 19 of the total 21 decrees so far: the remaining two decrees are being finalised.
For 2017, the allocation of the 400 million euros of the fund for cinema and the audio-visual sector has estimated that 221 million will be used for tax credits; 50 million for the automatic subsidies and 32 million for the selective subsidies; 40 million for promotion; 12 million for education; 30 million for the special plan for theatres; 10 million for the special plan for the digitalization; 5 million for the special sector, the SME Guarantee Fund.
The automatic subsidies are distributed on the basis of the economic (grosses, sales to broadcasters and platforms), artistic and cultural results of an enterprise with works produced from 1 January 2017. The economic parameters account for 60%, the creative and artistic ones for 40%. The subsidy will be allocated when the production company starts a new project. The relevant 50 million for 2017 will be used to pay the debts concerning the percentage subsidies on the grosses.
The selective subsidies will be distributed as follows: 960.000 euros for screenplays; 2.5 million for development and pre-production; 5.7 million for the production of films shot by directors under 35; 3.8 million for the production of debut films or second features; 1.9 million for doc and short-film production; 2.5 million for animation film production, and 9.6 million for art film production.
